HFA serves our clients by building and sustaining successful relationships with key partners, including State Legislators, Oregon’s Congressional Delegation, State agency staff, the Governor’s Office, County Commissioners, Mayors, community partners and the private sector. Our areas of expertise include housing, veterans, behavioral health, Medicaid/Oregon Health Plan, public health, water planning, and economic development.

Founder and Principal
Andrew J. Smith, J.D.
Andy has 22 years of experience working in the public sector in Oregon. He has worked for County Commissioners, a State Legislator, State agencies, as Committee Staff, and for the Governor’s Office. He majored in International Relations at Stanford University and received his J.D. from the University of Oregon. He participated in the Naval ROTC program at UC-Berkeley and served in the US Navy during Operation Desert Shield. He enjoys tennis, disc golf, bikram yoga and gardening. They have three children ages 22, 20 and 18.
